Editorial Policy

Jurnal TARBAWI is committed to maintaining a transparent, independent, fair, and rigorous editorial process. All submitted manuscripts are evaluated on the basis of their scholarly merit, originality, relevance to the journal’s aims and scope, methodological quality, and compliance with research and publication ethics.

The editorial process is conducted without discrimination based on authors’ institutional affiliation, nationality, ethnicity, gender, religious or political beliefs, or other personal characteristics.

1. Editorial Independence

Jurnal TARBAWI maintains editorial independence throughout all stages of the publication process. Editorial decisions are based solely on academic and scholarly considerations and are not influenced by commercial, financial, institutional, or personal interests.

The Editor-in-Chief has overall responsibility for maintaining the academic quality, integrity, and independence of the journal.

Any publication-related fees shall have no influence on manuscript selection, peer-review outcomes, editorial recommendations, or final publication decisions.

2. Initial Editorial Screening

All submitted manuscripts undergo an initial editorial screening before being assigned for external peer review.

At this stage, the editorial team evaluates:

  • relevance to the journal’s aims and scope;
  • originality and scholarly contribution;
  • compliance with the Author Guidelines;
  • clarity of research objectives;
  • appropriateness of research methodology;
  • academic and ethical quality;
  • quality and adequacy of scholarly references;
  • similarity or plagiarism screening results; and
  • completeness of manuscript metadata and supporting documents.

Manuscripts that do not meet the journal’s fundamental requirements may be returned to the authors for technical revision or declined before entering the peer-review process.

3. Peer Review Process

Manuscripts that successfully pass the initial editorial screening are evaluated through a double-blind peer-review process.

Each manuscript is reviewed by at least two independent reviewers with relevant academic expertise in the subject area of the manuscript.

The identities of authors and reviewers are concealed from each other in order to maintain objectivity, impartiality, and confidentiality.

Reviewers are selected based on their academic expertise, research experience, independence, and absence of conflicts of interest.

4. Editorial Decision and Revision

Editorial decisions are based on reviewers’ recommendations, the academic quality and originality of the manuscript, methodological rigor, relevance to the journal’s scope, and compliance with publication ethics.

Editorial decisions may include:

  • Accept Submission;
  • Revisions Required;
  • Resubmit for Review; or
  • Decline Submission.

Reviewer recommendations serve as an important basis for editorial consideration; however, the final decision regarding acceptance or rejection rests with the Editor-in-Chief or an assigned editor who has no conflict of interest with the manuscript.

When revisions are required, authors are expected to address reviewer and editor comments systematically and provide appropriate academic justification when a recommendation is not adopted.

Authors may submit a reasoned appeal when they believe that a significant academic or procedural error has occurred in the editorial process. Appeals will be evaluated objectively by the Editor-in-Chief or another qualified editor who was not directly responsible for the original decision.

5. Conflict of Interest and Editorial Impartiality

Editors, reviewers, and authors must disclose any actual, potential, or perceived conflict of interest that may influence the editorial or peer-review process.

Editors shall not handle manuscripts when personal, professional, financial, institutional, or academic relationships may compromise their impartiality.

Manuscripts submitted by the Editor-in-Chief, editors, editorial board members, or reviewers are subject to the same editorial standards and independent peer-review procedures as all other submissions.

Such manuscripts shall be handled by an independent editor, and the submitting editor or editorial board member shall not participate in or influence the editorial decision concerning their own manuscript.

6. Confidentiality

All submitted manuscripts are treated as confidential documents throughout the editorial and peer-review process.

Editors and reviewers must not disclose information concerning submitted manuscripts to individuals who are not directly involved in the editorial process.

Unpublished data, ideas, interpretations, or other information obtained through manuscript handling or peer review must not be used for personal, academic, institutional, financial, or commercial advantage without the authors’ explicit permission.

7. Publication Frequency, Open Access, and Author Charges

Jurnal TARBAWI is published twice a year, in February and September.

The journal provides immediate open access to its published scholarly content in accordance with the journal’s Open Access Policy.

Information regarding copyright and permitted reuse of published materials is provided on the journal’s Copyright and Licensing page.

Any applicable publication charges are stated transparently on the journal’s Article Processing Charge (APC) page.

Publication fees do not influence the peer-review process or editorial decisions.

8. Research Integrity and Publication Ethics

Jurnal TARBAWI is committed to maintaining the integrity of scholarly publishing and does not tolerate unethical publication practices, including:

  • plagiarism;
  • data fabrication or falsification;
  • duplicate or redundant publication;
  • inappropriate authorship;
  • citation manipulation;
  • undisclosed conflicts of interest;
  • manipulation of the peer-review process; and
  • other forms of research or publication misconduct.

Submitted manuscripts may be screened using similarity-detection software as part of the editorial process.

When suspected research or publication misconduct is identified, the editorial team may request clarification, supporting data, or other relevant evidence from the authors.

Where necessary, the journal may issue corrections, expressions of concern, retractions, or other appropriate post-publication notices in order to maintain the accuracy and integrity of the scholarly record.

All authors, reviewers, and editors are expected to comply with the journal’s Publication Ethics, Plagiarism Policy, Copyright and Licensing Policy, Open Access Policy, and Generative AI Policy.
